Error 2912 when creating VM Templates and storing VMs

I am getting Error 2912 (Forbidden (403) (0x80190193) when I try to store a VM or create a VM template on my production SC VMM server.

Error (2912)
An internal error has occurred trying to contact the Shokuhou.gakuen-toshi.co.jp server: NO_PARAM: NO_PARAM.

Recommended Action
Check that WS-Management service is installed and running on server Shokuhou.gakuen-toshi.co.jp. For more information use the command "winrm helpmsg hresult". If Shokuhou.gakuen-toshi.co.jp is a host/library/update server or a PXE server role then ensure that VMM agent is installed and running.
