I have been struggling with this issue for quite som time now.
I am using SC VMM 2012 R2 Update Rollup 11 and I am trying to deploy a Service.
The template is configured so that the VM is enabling IIS roles in Windows Server 2012 R2.
The template should join a domain.
And it should be under a NLB.
When deploying the service I get the error message:
Error (22042)
The service (<ServiceName>) was not successfully deployed. Review the event log to determine
the cause before you take corrective action.
Recommended Action
The deployment can be restarted by retrying the job.
Error (22011)

The resolution does seem very subpar. It basically states that double reboot doesn't work and we should script or use group policy instead. The article is from January 2013 and I hope(expect) that the issue has been resolved using an update rollup from August 2016?
Does anyone have a solution for this?
